Hi folks, I have a pic of an arbor that was with the SS that my dad left me but wont seem to go on the shaft is this the arbor to attatch blades?

It looks like a saw blade arbor for a Mark V 500. When you say it won't go on, can you elaborate? Will it not tighten? Or you can't get it on the shaft? If so, did you try the other shafts just to make sure?
SS Mark V (1983 from Grandfather) upgraded to a 510, pieces to make a 500 mini, SS bandsaw, belt sander, broken scroll saw, and strip sander, Jet VS Mini Lathe, and tons of Lee Valley and vintage Stanley planes. Woodcraft slow speed grinder and a German made Tormek wannabe. Ridgid TS 3650 Table Saw, General 80-075LM Jointer.

Get rid of the rust buildup. Evaporust works well on that size thingie.

Unlikely. The "normal" Shopsmith arbor is for a blade with a 1.25 inch bore. Most tablesaw blades have a 5/8 inch bore.
