I posted a thread some time ago about the donations a club I belong to made to the Toys for Tots program last year. I think I called it Toys for Tots in the General Woodworking forum. We plan on doing it again this year. The Consumer Product Safety Commission has rules in effect that states that all components and finishes used in manufactured products that can come in contact with children under 12 have to be third party tested. There is a move on to have the MSDS sheets provided by manufacturers to be used for certification. This has not been resolved yet. Even if you were to make one of an item you are in fact considered a "manufacturer" under this ruling. This would even include pens from the wood lathe if they could possibly wind up in the hands of someone under twelve years of age.
This unanimous ruling by the CPSC will have the potential effect of shutting down a large part of the crafts industry in this country. By the way, I was informed that the ruling was passed by a 2 to nothing vote.
I live in an over 55 Active Adult retirement in central Florida and we are now in the process of constructing a new community wood shop and as a result we are planning on expanding our efforts for the program.

The way I understand the current rules under the (CPSIA) "Consumer Products Safety Improvement Act" coverings of wood toys - (in other words finishes), must have third party documentation certifying that the finish meet minimal lead and Phthalate (plastic softeners) limits.

This info. was read in the latest issue ( issue #199 September, 2010) of WOOD MAGAZINE Page 84.

Compliance deadlines to the broadly worded CPSIA guidelines has been pushed back a couple of times. ---The article points out bare wood is exempt from the requirement, but finishes are covered AT THIS TIME!

Documentation of Glue used in the manufacture of toys is not required at this time, but will be required by February 2011.

My question is - HOW TO GO ABOUT GETTING THIRD PARTY CERTIFICATIONS?

In the last shipment of little wood cars and trucks to "My Stuffbox Foundation" were finished with mineral oil. At substance found in pharmacies - suitable for internal use. I enclosed my own documentation of the finish substance. I have received a thank you letter from the charity, with no documentation of the documentation. Kinda like they want the toys more than worry over the CPSIA requirements.

My next shipment will be unfinished toy cars. I will be writing to Titebond and Elmer's to see what would be required to get clearance documentation of their yellow glues. That will be needed by February.
