Is it oily? Looks like it MIGHT be Bocote.

wenge is a good bet, but is that piece extremely weathered? do you have any pics of a fresh cut in (like if you've cut pen blanks). What's the history behind it?

I'd go with wenge as well. It's kind of splintery and prone to chipping when turned.

I go with wenge or bocote as well but I have a different concern. In the end grain view the annual rings are parallel to the surface of the board. My concern is that the growth rings may separate causing a rough finish even after a pen is turned.

Looks to me like a piece of either oak or black walnut with an old finish wearing off of it.
