It seems one could probably go to Tandy leather (or other leather supplier) and by an appropriate piece of hide. Using a strip cutter, a skiving knife, and some contact cement (and/or good stitching), one could make their own, and have material for replacements regularly.

I've not used one on a sander but back when I owned the shoe repair shop I was using a finishing machine that was driven by long leather flat belts from 1.5" to 3" wide and about .25" thick. Sometimes if I wanted to touch up an edge on a knife or other cutter I would touch it to one of those belts. I kept a stick of buffing compound laying on a shelf on it. I didn't do it a lot because my many knives were usually kept with more of a "wire" edge which cuts rubber and leather better. Some of the belts were spliced with steel alligator grippers. You don't want to try to sharpen on those. Most were spliced with a lapped bevel glued splice.
