Dowels or a some type of mortise/tenon would be best. However, screws may not be as bad as you think. Most of the load will be bearing down on the legs, and not as much force will be wanting to pull the screws out. You could try driving the screws to form the threads (drill a pilot hole first), remove them, then dip the threads in epoxy. The screws will not be removable, but the epoxy will strengthen the end grain.
