Kinda beyond me! How do those garment racks function?

The term 'Garment' is just a general term or all inclusive word for coats and so on!

We know what a garment is.

How does one use the racks for garments?

Are those 'hooks' on the bottom tier?

Oh!!! clothes hooks! Hard to see in the photo. Still can only imagine them where the shiney spots are.

Don't mean to critique your photographic skills. Mine are even worse! Maybe an angle shot would work.
