Is this a Mortising Chisel?

This tool came with my Shopsmith.
It doesn't look to me like a lathe chisel.
Is it a mortising chisel?
If so, how are they sharpened?
The handle is a bit loose. How can it be tightened?

Yes that is a Marples mortising chisel. I have a more modern version with plastic handles. The width of the chisel is its size, ie 1/2" or 3/8" etc. They are often a set so check for at least 2 or 3 more of them.
The angle should be maintained and because of its thickness you will either have to hone by hand or purchase a special part for a honing tool. For the most part it is just honing needed with rare grinding needed.

Does it come apart at the top of the handle ?
If so you might get away for a while by taking it apart and using 2 part epoxy .
Or you can make a new one

This one was passed down ,,, didn't have a handle. .
Pretty sure ,,like yours ,,,it would have been used in timber framing.

they are just bumped together , not connected .

I don't think they are coupled. The splined hub is not installed on the head stock quill shaft and it is just close to the jig saw shaft.

How come the hub is so far out on the shaft?
