There is one on ebay, search 516399.

IIWM I think I'd call SS CS. As far as I know they are still making Strip Sanders, so things on the website don't seem quite right. Searching by PN, I didn't get anything relevant. It shows Not Available in the Parts List, but I find that frequently wrong and prefer to search by PN once I know it.

It looks like it should be easily rebuildable. Looks like an offset hub pressed into a 6203-2RS bearing , a wheel, and an internal snap ring. The outer wheel appears to be slightly crowned.

ETA: There is a PN 523099 Identified as "Strip Sander Idler Wheel & Instructions" on the SS website. Unfortunately Out of Stock, but you can click Notify Me. The name sounds a lot like the used one on ebay with a somewhat more attractive price point of $22.95

ETA2: Maybe there are two or more versions. I don't think the one on ebay is like mine, as it does not appear to have a ball bearing. It has an instruction sheet and I can make out portions, I think the point is to grease the inner bore of the wheel and the smooth part of the mounting screw. (Mix that with the kind of very fine dust you get from sanding and I think you'd have something you don't want! But it does say it should be cleaned and greased every 20 hours.) I would avoid buying this part used except for a version with both a ball bearing and a reasonable price.

I inquired about getting a third wheel from shopsmith from the previous owner, they said $80. Here is a better idea from mygrowthrings.com.
I hope its ok to repost this here Martin Tarry 's solution

If anyone is looking for a solution for replacing the strip sander idler wheels, I have had good success with these wheels https://www.amazon.com/dp/B09BTJMCSR combined with bushings https://www.amazon.com/dp/B0D2BHJR9M?th=1
The two parts make a drop in replacement for the original plastic parts and maintain the original bolts with the bushings. I know in Scott's video he mentioned he thought these have bearings but in my case the used unit I bought were plastic wheels with brass bushings and one of them was melted which caused the famous "belt cut" into the side of the case.

I ordered and received a Strip Sander Idler Wheel & Instructions (P/N 523099) last June. It was $19.51. That was the current version of the Strip Sander Idler Wheel P/N 516339 as shown on the service parts page here on the Shopsmith website. There have been two versions and the previous one is made up of three parts each with its own part number. The section of the parts diagram paulmcohen posted shows the current version. I don't know when Shopsmith changed from the 1st version to the current version.
