Yes, you understand correctly, but I am not even sure why I bothered to add the overall dimension at the outer bearing race of 1.371 it really does not matter. Only the inner races contact the e-clips. I assume everyone's overall stack-up dimension through the bearings at the outside of the inner bearing races will vary slightly based on wear. My overall is 1.357.

I believe the internal spacer ring creates a shoulder for the bearings outer race? If you take the spacer out of the eccentric and place it against the bearing, the bearings outer race will sit in the shoulder of those two spacer rings locking them together (so to speak). I don't see any reason why it would be needed since the inside bore of the eccentric aligns everything just fine. But that's how I see it.
