Regarding the link belt clearance. You could rotate the eccentric tubes 180 deg. so that the offset is towards the opening instead of away from it. That would move the pulley to where the legs on the mounting base are further apart and give you more clearance. . :) I will take a look at this tonigh...

Final note. I went with some blue loctite since I couldn't find any reason for the set screw coming loose after a few minutes of running.

Had to go with the V belt. Not enough clearance when the support was turned 180 degrees. I spent some time to get the two pulleys in the same plane. But I have a small issue, the set screw on the cutter head pulley won't stay tight. And I am not sure how much play/deflection there should be in the v...

One can ignore the difference between the od and the pitch diameter (assuming equivalent v groove dimensions) unless considering belt linear speed. Another follow up. I ordered a new pulley from Amazon. It arrived and I am impressed. It was OBVIOUSLY balanced at the factory and the flange for the set screw has the same profile all the way around the shaft. I'll attach photos. Follow up: So the pulley on the cutter head shaft is 3.5 inches not 3. So my resulting speed at the cutter head is 5914 RPM. Well within spec.
