I have tried it on an iphone, ipad, and imac. All are running a flavor of Safari and Quick Links displays and works. Haven't tried Safari on a Microsoft box (yet).

IE and Firefox both show the "Quick Link" feature on the red bar toward the top of the page. It's not visible in either Chrome or Safari browsers on my computer.
I am using Safari and I have Quick Links on the red bar at the top of the forums page.
