Given what you have been through, the smell of burnt rubber might be considered normal right now but will not be in the normal course of operation. The belts should not slip enough to create a burnt rubber smell. Like was stated somewhere in this thread, I believe the variable sheave was improperly...

With everything fully assembled, the power cord unplugged and the sanding disk mounted on the spindle - can you easily rotate the sanding disk? If yes, when you do this do all of the shafts turn? I do not think you have a motor pulley problem. But then I am NOT there to observe! This post caused me to think of another thing. the shafts can be rotated easily by hand with the belt removed and the motor runs fine this way also. once everything is connected the motor just hums and statrs to heat up.
