Dusty,
You can't test a power supply without a motherboard load on it or a bench tester designed for the PS. Hooking a Volt/Ohm meter won't work.
W7 is much like Vista regarding hardware obsolescence. You can check the manufacturers support for a W7 driver.

As for myself, I've been lurking, but the tools are quiet. I am blessed that I have been employed for a full year since 2006, but 55+ hour weeks don't exactly leave time for hobbies ...

Ouch....the things little scamps do.
If you can't run it in safe mode, haul out the OS discs, boot from them, and try to run a Repair. If the repair is successful, boot to safe mode, hit it with Malwarebytes, then Windows Security Essentials, and lastly, Advanced System Care.
