I think the amount of cake buildup would affect the 'inflatability"/air flow More cake, less air flow(more back pressure). Then there are possible air intake restrictions?

Re the motor crawling/breaker tripping. Likely caused by the internal start switch not making contact. A motor shop should be able to correct that easily if you do not wish to tackle it yourself. I have to mention the often inclusion of a wing bolt with M10 miter gauges. I have assumed this is to secure the stop rod.

Any alternative explanation?

Belt tension is the sole purpose of the floating sheave and spring etc. The resultant speed change is what the control sheave movement intended. The control sheave lives up to it''s name.
