No it doesn't continue to spin if you turn it .

Thank you for help. I've already blown It out and cleaned it pretty thoroughly taking off the back cap of the motor with the 4 long bolts and using compressed air as I said after that I tried the motor without the v belt and it would just rock and hum but not turn. Not sure what I should do next.
