The set screw MUST tighten down on the key. The screw retains the key.

If the set screw is tightened into the keyway, I doubt it would hold.

Also the threads may be stripped so when you think it is tight, it ain't.

I put a Mic on the belt and it is 17/32 so I guess it is OK
however something weird did happen when I tried to adjust the fan sheave out a 16'th
the instructions called for to line the Long square Key at the bottom of the motor Pan,and then put a Allan wrench in the hole at the bottom of the motor ...

ok I dropped the motor pan but I could not find the dang roll pin but I got lucky and found one in my shop that I cut down to size and it works.
I fired it up and she seems to be changing speeds nicely
but the sound/noise is still there .tomorrow I am going to try and set the high speed tuning ...

The wiring should definitely be repaired. In my opinion the machine should be torn down and inspected and worn pats replaced/repaired.
