Solved!

It proved indeed to be gunk and sawdust buildup in the teeth of the quill. When I removed the quill I dusted out the sawdust and reinstalled it with the quill feed (remember I said the large domed washer had fallen into the motor housing? I was afraid I'd have to remove all that to ...
