When you 'loosen' the lock, one needs to hold the lever so as to prevent that rapid descent. Tis typical. ;) It you need your hand elsewhere, the lock can be almost totally loosened so there will be a slight drag preventing free fall. What parts are you 'missing'? Has anyone told you NOT TO TURN the speed control unless the motor is turned on or you are moving the main drive shaft by hand? Well don't do that. You can cause damage to the quadrant is you do so.
