I'd advise against using a cylinder hone which you were describing. They can take off material from the cast aluminium faster than you can shake a stick. Looks good. That other chuck and spindle might have belonged to a mill or turret lathe assembly. Looking at your quill, evaporust is going to be your best friend. That is a beefy chuck. Does that spindle/shaft unscrew from the chuck? Or is it one piece with the chuck. Almost looks like a chuck for an old blacksmith post drill press.

Try sewing machine oil in the slot to fill it up and loosen the bit, then push the bit back into the quick release. I'd be willing to bet you have something jammed or frozen in the base.
