You didn't mention a miter gauge, this is a basic necessity unless you're only doing rip cuts. If the pinion turns freely and the splines slide smoothly I would next check to see if the quill barrel moves freely in the headstock bore with the quill lock loosened. There is no fan sheave on the PowerPro, instead you have a poly-v style pulley on one end of the motor and a fan on the other end. How many of the little springs that go on the lock knobs did it come with, and how many did the instructions say it came with? 8, 10, 11, or 13 all seem to be in play. Hopefully at least 10.

I have A LOT of these tables, all somewhat older. All of my small tables, floating or extension, have one rivnut centered on the front, one centered on the back, and one lock screw per rivnut. Ten (10) per complete set as you said.

I've tried unlocking the headstock to maximum, and then sliding the lock forward and back to make sure the wedges are freed up, and this doesn't really change the behavior.
