I think the no dressing advice is for the V not the polly V belt. The V belt has to slip on the sheaves as you adjust speed. Dressing helps belts to not slip so you would not want dressing on the V Belt.

Mine is a 1982 and it runs fine. I use it almost every day. I replaced the belts about 10 years ago because they were slipping a little. Other that that and a new switch and routine waxing and cleaning it works like a charm.

I am confused why you did not just attach one of the arbors on to the shaft and use the nuts that come with them?

DO you know where I can order a replacment berring. The one I have has a dammage metal cover on one bering. It looks like some one attempte to remove it by banging on a screw drive. It turns but I am afraid it will not last.
