Can't help with the second part of the problem, your motor, but the first part, tripping the breaker is probably caused by 20 amps drawn on a 15 amp circuit, which is most home circuit capacity. But how do I clean and old disc? Took old sandpaper off an old disc with a heat gun and got 99% off. Some sticky stuff left. Do I sand it? Wire brush it? Chemicals? What kind? Tried alcohol and nada. Will try paint thinner but don't want to ruin it for the velcro I am going to put on it. Any ideas ...

Try the above, EvapoRust. Harbor Freight has it, about $20 USD.
Get a PVC pipe big enough to hold a tube, and get a cap for that pipe. Pour it in, put your tube in, wait 24 hours, take it out and viola!
