I tried to pry the fan sheave, but it was pretty tight. Where is the set screws for the fan sheave? If you follow the long key on the shaft to where it slides into the sheave, you will see a set screw in between the blades of the fan sheave. I think JPG is right on with the bushing or spacer but in the mean time, you could simply pry the sheave away from the end plate of the motor and tighten the set screw as soon as you get clearance.

Is it possible that the shaft is seated too far into the motor?

Horrible Shopsmith Table Saw Video

A gentleman uploaded this video to Youtube to sell his Shopsmith 510. Not altogether a horrible video but it's a prime example of several unsafe practices. Most noticeable are the loose sleeves, using the fence to crosscut and not using the upper guard.

I haven't had any luck reaching the set screw without removing the base arm pin. It just takes a pin punch (or flat ground nail) to knock the roll pin out to remove the base arm pin.
