I would be more inclined to install the cotter pin turned 90 deg, so the ends wrap around the nut, rather than sticking out.

I am pretty sure that a hardwood dowel would work also. Put some wax or oil in the slot where the blade contacts.

my apologies for the sideways photos, still haven't figured out photos.... The trick with the photos is. always hold your phone in landscape mode, ie. long direction side to side, when taking them. I see that guard was made for the Mark VII, I don't recall having seen it before. You are using the 5/8" universal arbor. Change the order of the washers and blade on the arbor to move the blade closer to the headstock. :) ie, from left to right. arbor, thin washer, blade, thick washer, tongue ...
