I assume you checked the continuity of the power cord. The next thing I would check is the switch if you can get to it.

You could us standard floating shelf brackets for wood shelves. Attach a strip of wood just large (thick/wide) enough to mount the bracket and put a groove in the front face to accommodate the glass and epoxy the glass in the groove.

Taking a harder look at the improved version(s), perhaps this is a customer improved variant. (?) Main table appears to be the older fully ribbed version, saw blade is an older version (I think), no guards, and lighting variation in the photo is more consistent with a garage shop than other SS phot...

The lever actually has an over center feel to it when properly adjusted. It should not be pointing down to the floor. it should be about half way from horizontal and pointing straight down to the floor. It needs to be lubricated occasionally with a dry lubricant. I don't know for sure but I believe the bench/way tube assembly as you describe it after your disassemble will not weigh as much as the head stock or be very close to the head stock + or - a little. Bottom line, if you can handle the head stock the base/way tube assembly will not be a problem.

Older disks (aluminum) probably were not drilled at an angle to allow full contact with the flat of the set screw and the arbor flat. Try a round noes set screw.

I believe there are two things here to remember. There is quill shaft play related to the bearings. There is quill housing play related to the fit in the head stock. Eliminating/reducing one will not eliminate/reduce the other.
