If I understand what you are asking. By having the the pulleys opposite keeps the belt in line and provides the different speeds, just like a Drill Press. Example the 2" motor pulley to the 4" headstock pulley. If the pulleys both face the same way than keeping the belt in line gives the same speed just on different size pulleys and requiring different length belts. The 2" to 2", the 3" to 3" and the 4" to 4". The Model 10E and 10ER do work like a drill press, in fact it was designed after the Drill Press with the addition of a second post (the way tubes). Additional parts added to it allows it to be laid down and provide other functions.

That depends on your work , understanding the working load of a motor and the pulleys as described in the link I posted you will find your answer as to how to control the speed and torque ,there is no one setting that does everything , the pulleys orientation depends on the load the speed and the torque desired , it will work in any manner you put them as long as the applied load does not exceed the motor load capacity , switching the speeds and and the torque is one advantage you have with those pullies , on a drill press your bigger bits run at a slower speed and a small bit can be run at a higher speed , same with a lathe and the dia of the stock you are turning , higher speeds produce less torque . small bits do not require as much torque as a big one , just like a lathe slow speed to start and than you can increase the speed as needed or desired , large dia pieces on the lathe will need to be run at a slow speed , keep in mind everything has limits and factors such as heat generated as work is being done , especially when drilling any steel in the drill press mode , and the balance of the stock being turned on the lathe also is a major factor to consider ,once the work piece is running true and some what balanced than you can slowly increase the speed , the link I posted and other links online should help you determine fairly close as to the rpm your pullies will produce . most other needs will be determined by the work being done . your question is like asking at what speed should you drive a car ? :) :D
