I don't have a tool budget mostly because I have pretty much every tool I can use. Most years I end up buying one or two small things that turn up to be needed, but I haven't had to make any big expendiatures for quite a few years now. I did buy a dust collector in 2021, but that is the largest purchase in quite a few years. It cost around $500 with all the hoses and connectors.
But, I spent a lot more than that for hardwood in 2021, so maybe I need a "wood budget" to keep things in line.

I put in my order for 2 hand planes
1. Stanley 60 1/2 Low angle Block Plane (refurbished)
2. Stanley #5 Jack Plane (refurbished)
The only other thing I'm thinking about is a 4" Dust Deputy Cyclone.
I budget from what I sell - I bought $100 worth of scrap 2x4s and turned half of it into reindeer worth $200.
Unfortunately - the 2 planes alone are $135

My Wife says, "You might have too many tools IF you look in your toolbox and find tools you didn't know you have."
That happened to me yesterday. I was installing a tonneau cover on my pickup and needed a really small pliers, preferably with a curved jaw to make an adjustment. I looked in my plier drawer and found a 3" long Channellock shaped pliers that I have no idea where I got it from. It worked perfectly, so I probably should thank whoever gave it to me.

The one that gets me is fastening items like screws/nails/etc .
I am always running out to home depot or lowes here to buy a box of #8, 2" wood screws only to
come home and find that I already have 1000 of them on the back of a shelf
