The first bunch of raised panels for me were made on the SS table saw. It's a simple procedure, first make 4 saw cuts on the face of your panel 1/8" deep. These kerfs should be in from the panel edge the distance you wish for the raised portion of the panel. Then set up your saw at an appropriate angle to saw the raised portion. The panel is supported by a higher fence extension. (mine was a sliding extension with an "h" shape to fit tightly over the fence.) The saw blade should be high enough to just touch the 1/8" kerfs made earlier. Remembering to retain a proper width at the edge of the panel to fit the slots in the frame. This method takes a little sanding.

If you want to use your router, buying a vertical panel raising bit is a lot less expensive than buying a new router. Try - routerbits.com, or Rockler, or...
