Not powder coat no electrode connected to the object that I can see.
I think it is a staged picture and the paint hasn't hit the top yet.

The spray doesn't look fine enough to be paint. Possibly sand or metal flake for textured finish? That or the photographer doesn't know how to shoot paint or clean the tools out.

Photoshopped. Spray comes out of nozzle as a fine mist. The picture shows paint coming out as particles not mist. My opinion.

Plus one on Photoshopped. Also, there's no paint in the cup. It looks to have been done for an ad of some sort.
