The set screw MUST tighten down on the key. The screw retains the key.
If the set screw is tightened into the keyway, I doubt it would hold.
Also the threads may be stripped so when you think it is tight, it ain't.
I agree it is time for the wonderful experience of spring removal so that the whole shebang can be taken off. You got a nut or a clip on the end of the shaft?
Proceed with extreme caution: if not 'contained', the spring will fly.

its a weird little clip.its like the ends over Lap each other .not at all like a C clip .I am going to make the board with a hole in it like the above Vid shows to remove the clip as soon as I find some more time to fool around with it .
something else I noticed is that the fan pulley spins around on the shaft freely .not sure if it is supposed to or not ?

No, the fan sheave is not supposed to spin freely on the shaft. The set screw bears against the key which bears against the bottom of the keyway.
I am getting suspicious of the key being mis-positioned. I think we have 'discovered' the source of the noise.
That is an 'inverted' retaining ring. Do not lose it. They are not easily found in a Hardware store.
