Cart with lift assist for accessory tools

What am I missing? The jointer uses the lower drive which is on the other end of the mini. Does this configuration work???

You are most probably correct. The jointer can be used on the left side of the shorty and in this case with the belt sander it has a drive shaft that goes through to the other side. Sometimes they still have the chrome cap over the shaft that needs to be taken off. The belt sander can then be used on the right side. I have one shorty with a belt sander on the right and a band saw on the left.
