What a lot of people don't understand about , or they care less about,, when it comes to semi trucks , almost all drivers pay the tolls from their pocket or have some sort of pre paid pass , the ones who pay out of pocket get their money back , but the money they spend doesnt return to them for a week or so, by then they are another week behind , that money , sometimes 100's of dollars or more could be used at home with their families, they do not collect any interest on their money or do they get any tax deductions . , Indiana toll road,,, was actually part of our national security's interstate system and was built with the intention that when the initial cost was collected it would no longer be a toll road PA and Ohio was the same way .its been paid for for many years now .

Some of these could be PPP's, public-private-partnerships, these contractual arrangements allow a state to get new infrastructure built most often at a reduced cost over the design bid build process. The builder is paid during the construction cycle by investors, the investors are allowed to recoup their costs through toll collections. Typically there is a defined investor ownership duration after which the project becomes property of the state. It allows states to get vital infrastructure built without cash outlays or raising taxes. I'm a supporter of these types of projects, sale of state assets to raise short term cash, and allowing the purchaser to charge a fee to get their payback, not at all.
