Strip Sander drive wheel rubber

What are the options for replacing the rubber on the drive wheel of the strip sander? The rubber tyre on the new to me one has seen better days and is showing signs of deterioration. The exploded parts diagram only lists the whole wheel, which is a bit extreme for refurbishment when there is nothing wrong with the actual wheel, just the rubber has seen better days.

I had assumed it would be like bandsaw tyres, assumption being the mother of all screwups and all. However, searching the forum and the internet is not producing anything useful.

I don't have a Shopsmith Strip Sander, but the rubber sleeve for the drive drum on the belt sander is just a piece of rubber inner tube, so you could try finding an inner tube would work, for a bicycle with balloon tires.
