Just got a Shop Smith given to me It's about 30 years old but was only used a few times and has been sitting for 25 years. With the V belt off the motor runs and everything seems to move very freely BUT when I put the belt on it freezes up. Can't figture it out

Can you turn the main output spindle easily without the motor running?
When you say bog down I take that to mean that the machine is slowing down as you use it.
Is the speed control staying in the position that you put it in or is it moving as the machine runs?
The machine's main spindle should turn with almost no drag when the motor belt is removed.

With the belt on, does anything turn or try to turn when the power switch is flipped to 'on'? With the belt on does the output shaft turn by hand(with a slight additional force required than without the belt)?
Does it start up then stop turning? Does it slow down when loaded? Does it stop when loaded?

Freeze
Yes with out the belt on every thing turns free!! But put the belt on and the motor freezes and blows the breaker. But I have taken the hole head a part and am cleaning and lubeing everything and we'll see what happens when it's all back together.
That Sounds Like an excellent place to start. Keep us posted. and BTW we like pictures, they are shiny:D

I have seen discussions here of SS freezing because the belt gets stuck in the sheaves during maintenance or for some other reason.
if it freezes again when you re-assemble it, you might try mounting the sanding disk and trying to turn it by hand (with the SS unplugged). with the belt cover off, you ought to be able to tell what is binding.
