The quills that I repaired that was sticking all had this problem. The keyway(groove) in the quill for the setscrew that holds the quill in had vibrated/rubbed againest the top of the keyway causing a very slight burr. I took a metal file and deburred the edge on each side of the keyway (a little will do you) and tried the quill again. It always worked for me. Of course, I had cleaned all splines and gears already and the quill was still sticking.

My problem exactly. Just another way of saying it. The moral of the story is don't over-tighten the set screw.
