It would require dealing with a lot more vendors to make complete new machines than just selling the headstock. If they can sell enough headstocks (and it looks like they might) then they can get back in bed comfortably with enough vendors to produce a quantity of new complete units.
I wouldn't be surprised to see them go through a period of selling totally refurbished units between the headstock only upgrades and selling a lot of new complete units. It would be easy for them to buy a few hundred used machines (I bought over 2 dozen in short order without really working at it) and "factory" refurbish them as PowerPro machines. Other than the PowerPro headstock the cost of refurbishing the rest of the machine would average out quite low and would require dealing with only a few of their vendors. They might find find that there are a lot of folks that would love to trade in a complete extra "parts machine" for a little more off of a new headstock.
Tough times call for a lot of creative thinking and I'll bet that Shopsmith has "thought" about an awful lot of options. :)

Very small initial production run commitment from vendor, with an agreement to increase quantity with an additional month allowed for added production.

P.S. The initial run delivery date is still August.
