JCP DC/joiner is part of the deal, not sure what else other than that.

I was up front an honest with the seller as to what I know and suspected as cause for the frozen motor: turn of speed control w/o motor turning, packing, heavy sticky packing grease or a dry sticky belt. I am in a very small town. The seller and I had met before(did not know it when I made the call) and I certainly do not want to sour a frienship before it gets off the ground.
I told him I would research the problem and consider an offer. He said he would do the same as well as look for other parts. This is an inherited unit, never used/set up by his father.
The location is fairly remote, many SS and parts are for sale in the region from $50 to $1700 asking price all of varous combinations and conditions. My feeling is that the seller needs the room and the $, has no personal interest in it and has had few or no inquiries in the sale(no current ad for sale either). I also am guessing few people will want to travel to such a remote location in the region and collect parts from two dump like locations these guys call a garage and massive RV carport.
I just got a paycheck in the mail, going to see what kind of deal I can swing with a cash offer today.

I had called initially spoke to the sellers friend who listed the sale. A few weeks later he called me back, then had the owner call me. So my feeling is that this thing has to move and I was their only hint of a possible sale.

To all who shared their insight and experience with the NIB/NOS headstock that seemed frozen and would not turn.
I have no update for a solution or answer to the original problem, if any. The seller has relisted the SS 510 for >$1200(up from ~$900), and decribes the sale as "tools: the item pictured is representative of what I have" showing a stock picture of a model 510, not the actual item. It is obvious that they realize what they may have, it's true value or have something to hide. Either way, it is too risky for me. On to other opportunities for a SS of better condition/age. There seems to be at least a dozen or so in my tri-state region up for sale.

OK, my opinion. I have had to actually cut the motor belt to remove the motor/motor pan on a few headstocks that set for many years without the arbor being turned. The belt was like glued/welded to the sheaves. The belt had to be cut from the sheaves (control/idler and/or motor fan/floating) and the sheave vanes remachined to remove the belt residue. I have a lathe setup to remove scratches, nicks and worn areas on the sheaves. If nothing else is being done to a headstock, rotating the arbor several times a year will help prevent the belt from sticking. Of course a little oil at this time does wonders too.
