Second pic shows the screw. But on the other side are 2 more. In between are 2 jaws. the plade should be arranged into those and then tightned. the fiber dowel should just back to the blade.
What you are seeing isn't the blade I bet. It's the piston motion. You need to first, remove the drain plug...under the metal cover held on by 2 screws on the headstock facing side and fill it with oil. Turn drive hub vy hand to check. Then your issue is probably on the other side of the blade.You have a spring loaded assembly which, as the drive hub turns a cam and that pushes the blade up and down, the upper blade holder reacts and goes up and down. You've got the manual so check it out but that is where your problem is I bet.
