Second pic shows the screw. But on the other side are 2 more. In between are 2 jaws. the plade should be arranged into those and then tightned. the fiber dowel should just back to the blade.
What you are seeing isn't the blade I bet. It's the piston motion. You need to first, remove the drain plug...under the metal cover held on by 2 screws on the headstock facing side and fill it with oil. Turn drive hub vy hand to check. Then your issue is probably on the other side of the blade.You have a spring loaded assembly which, as the drive hub turns a cam and that pushes the blade up and down, the upper blade holder reacts and goes up and down. You've got the manual so check it out but that is where your problem is I bet.

Thanks everyone for the help and advice. I got my problem with the jig saw worked out now. I'll try to explain what was going on in case someday it might help someone else. The lower chuck on the jigsaw is composed of five parts. The housing. Two disks that are flat on the center side and rounded on the outer side that serve to clamp the blade. Finally two screws that provide the clamping pressure, one is a flat head screw, the other allen head. At some point the previous owner of my saw must have over tightened the allen head side with the effect of driving the flat head side clamp into the threaded shaft. The effect of that was I was trying to clamp the blades between the two rounded sides of the clamp. As you can imagine the blade wanted to avoid the single point of clamping and slip. Once I realized what was happening I was able to mallet the jammed clamp disk out of the shaft. Unfortunately it destroyed the treads on the flat head side. So I filled out the space with a few nuts and I am back in business. Considering that the scrollsaw/jigsaw was one of the primary reasons I bought the tool I am real happy at this point.
