The idler shaft is a keyed shaft, but it is not a 'woodruff' key.(they be 'half moon' shaped and the keyway has a round 'bottom').

The poly-v tension is adjusted with all belts installed. If the poly-v belt is not slipping, leave it alone!(If it ain't broke, do not fix it]

Motor belt wear will affect the 'range' on the outer dial. The position of the belt on the motor pulley will also affect that.(same reason)

Since you set the dial to 'fast' after the HS adjustment, the amount of dial movement as the speed is adjusted to 'slow' will be determined by the control sheave 'bottoming out' against the idler sheave. Actual low speed change is limited by the belt bottoming out in the motor pulley.

The literature/sawdust session info says to adjust the tension if you get more than 1/8th inch deflection (which seems pretty hard to assess), but I take your point that if it isn't slipping, it isn't a problem. So I will declare victory for now.

The motor belt has no appreciable wear. It came in a .520 inches per my micrometer.

But there may be "new issue". With everything back together and at low speed I am now hearing a very slight and intermittent rubbing sound, which is coming from the motor sheaves/belt cover area.

A 'common' cause is the fan sheave rubbing against the motor. The thin spacer has a tendency to bury itself into the pulley thus decreasing the spacing. It the floating sheave is allowed to bang into the fan sheave while belt changing, it can be driven too close. Also the fan sheave set screw being loose can create this.
