In the Dakotas (to include South and North) and Minnesota, we have a hardware store called Mac's. they sell their nuts, bolts, and washers by the pound. The last time I looked I think washers were $0.99/lb, unless they were stainless, copper or something really special. Same or similar price on nuts and bolts. Here is their web page.

Call them and see what shipping/lb is. I guarantee you, once you get it at Mac's you will never buy another bubble pack at a big box again.
PS, I recognized what a great thing this was back in 1980. When I built my shop, I built a suit of hardware drawers and filled them by size,thread, and length, along with washers too. The drawers in the center are hardware to include woodscrews, also sold by the pound. Happy hunting.
