I looked today at one of my newer base. The rib stop is much higher in the base. The headrest had no stops in it. I have a set of sawhorses made with notches for bench tubes. The sawhorses keeps the bench tubes level with each other. I insert the bench tubes into the headstock (no legs) to where mounting pad stops and into the base (no legs) againest the stops. I use a carpenters square to make sure each end piece is square on the tubes and tighten the bolts. The base and headstock are upside down so the bolts and spacing are easy to see and do. I add the legs and retractable castors at this time. Then flip the frame back upright for the way tubes. The sawhorses are high enought to prevent the legs from touching the floor when flipped. Took 2 tries for right height.
Then I add the way tubes making sure each end is seated. If the tie bar is too close to the headstock, then I loosen the bolts in the headstock and slide it out a little. I use the square when I do this. You must keep the 2 edges of the lock bar on the bench tubes, If the tubes get to the edge of the lock bar and the tie bar is still too long to properly set on the lock shaft, then I would repeat for the other end. However, I have never had a problem where a readjustment is need. The tie bar always set firmly on the headrest. I only tighten the way tube set screws after these actions. Hope this may help.

The sawhorse trick helped a lot. I removed the legs, and approached the project upside down as you suggested. It was much easier to see where the tube ends needed to be not laying on my back, and not fighting gravity and "leg torque". I have both the bench and the way tubes setup just right now.
