As for the minimum closure, that is intentional so that a greater surface area is provided to grip the drill bits. A chuck that goes all the way down to 0 would have a pointy edge on the three jaws. A Jacobs model 0 will go down to 0.

Yes, I understand. I was not suggesting it go to zero although I guess one could interpret it that way. It should at least go to 1/16" since that is commonly the smallest fractional bit in a set.
