We lived in an apartment for two years that had radiant heat (when I got out of the service and was attending school so this was some years ago).
It was wonderful! Get out of bed in the morning and feel the heat.... no need to try and find your slippers or get socks on, just enjoy.
In this case the piping was in the concrete with the whole floor acting as a heat sink/thermal mass.
Having a large thermal mass has it advantages and its issues. For lack of a better word there was lag. So in the spring and fall you would get days with a cool enough weather where the heating process would start. It would take hours to warm, like wise hours to cool. This was not an issue once winter set in or summer came but for a few times in the between. A small price to pay.
