It's used for drilling/boring holes in your workpiece. The workpiece spins, and you advance it into the drill bit, placing the hole perfectly on-center. For example, you might hollow out a peppermill body using a forstner bit, or maybe drill a mounting hole in a tool handle.

It's a common turning operation in both wood and metal turning. Just a matter of the drill bit standing still and the work spinning.

Drilling holes in 'stuff' mounted on a face plate.
That is why there is a tailstock chuck arbor.
