You have to use a shaft tachometer. Harbor Freight has them for not too much money. It reads by sensing light reflecting from a piece of shiny tape that you stick on the shaft.

My 'opinion' is that stressing over 'actual/measured' rpm is not meaningful.

I consider setting the high speed stop from a mechanical observation viewpoint to be adequate.
