We must not loose sight of the fact that "production line changes" are not always implemented on every unit on the line. Many times changes get phased in simply to consume existing parts inventory.

I bought both screws from Shopsmith (they were only $ .99) to see what I was looking at.

The bottom 3/8 inch screw is what I removed from eccentric bushing
holding the idler in the housing with the ears

Here is the idler

(I didn't remove the key and the sheave.)
From the first picture from Everett, it looks like the top 3/4 inch screw served the same purpose in another configuration.
This clears up alot.

IIUC the two screws serve two different purpose.
The hex head screw prevents the BEARING from exiting out the rear of the eccentric.
The pan head screw prevents the ECCENTRIC from exiting the headstock.
Belt pressure against the idler sheave pushes the stuff out. The screws provide a limit.
