I believe he based his drum sander on this design by Shipwright. https://www.lumberjocks.com/projects/57158

I went a different route and made a V-Drum sander,

which is more like the Sand Flee that Shopsmith used to sell.

You can clamp tools to the regular tool rest as well. Here is a post when I made my sandflee like sander:
