I use the upper shaft guard on my dedicated drill press. In addition to its intended safety feature, it reminds me not to store stuff on top of the headstock.
I glued some rare earth magnets where the bolts would go instead of permanently mounting it. I left the hubs on it for the purported heat sink value. Since the headstock is in a permanent upright position the magnets on the shaft guard make it easier to remove the hubs and lube the machine.

Nice and I like the color matching! Mine didn't come with this hub guard and I have used a friend's Shopsmith once that had it. I didn't like it, but if it was easily removable like yours is then I might re-consider. I always grab a hold of the drive hub with my left hand and rock it back and forth any time I mount a saw arbor, drill chuck, lathe chuck, etc. to the spindle...to make sure that I have the set screw seating on the middle of the spindle flat. The magnets make it worth the effort. Otherwise I wouldn't want it on my drill press at all. I don't put stuff on top but I do mount sanding disks up there to turn the spindle. I did forget I had done that once but that's another story. I use a sanding disk on the back in horizontal mode on rare occasions also but if it popped on an off with magnets there wouldn't be an issue. Maybe try one before the price goes up.

I believe John is correct about it being the metal Belt Cover and the plastic Shaft Guard and likely includes the additional parts (vent plate, screws, label & etc.) normally found on the belt cover.522397 Belt Cover & Shaft Guard ... $88.07 Notice the & in the description. To me that means the metal belt cover for the SS head stock and the shaft guard that attaches to it (two items).

I have an October 2004 headstock that does not have the guard (nor the holes). Russ mentioned an '06 came with the guard. Next?
I have to admit I am a bit surprised at the relative popularity of the guard, especially on machines that did not come with one. My first exposure was at a M7 demo, where I noticed the holes and asked. Mike described the guard but said something about not really liking it, thus holes instead. I like the magnet idea though, if I was to try a guard I would want to easily get it out of my way.

As for $0 cost keeping it original, I actually have one already sitting on my Shopsmith parts rack waiting for me to install it. Like was mentioned before by RFGuy, I too like using the hub to rock the spindle when installing something on it. That and the Label being in the way is why I haven't installed it yet. I was going to use blind nuts to install it but I like the magnet idea.

That being said all Mark 7's would have that safety feature which is why I considered adding it to my upgrade to begin with. That was even before I bought the 2006 Mark V just over a year and a half ago.
I do find it interesting that the Service Parts for the Mark 7/Mark V only has the conventional headstock which does not include the Shaft Guard that has been around for a least 15 years now. Along with that, even after 11 years now since its introduction, the Power Pro Headstock is not included in the Service Parts. The only reference I have for that is the Mark 7 Manual. The Power Pro DIY upgrade manual I got didn't include a parts list or diagram.
