I see that this posted topic goes back to Feb 2007. Today I just encountered the same issue with a newly received fixture from Shopsmith.. Guess Shopsmith didn't hear the complaint from 2007 as the new one I have has the same larger spring washers on it.
It's an issue that should be addressed by the company with a revision, or at least an amendment sheet added to their instructions!
My new osolating sanding attachment also had the cover plate on the gear box installed up-side-down.. An easy fix yet some neglect popping up in their quality control checks.
