I used this cement https://www.permatex.com/products/adhes ... e-5-fl-oz/

Both surfaces were clean, I scrubbed all the old glue off the wheel with acetone. After the tire came off, there was virtually no glue residue on the tire, which tells me the glue did not bond with the rubber surface.

Do you remember what glue you used?

I used the glue Shopsmith supplies with the replacement tire kit. One kit has both the tire and glue or you can buy just a tire. There is enough glue for two tires.

I'm not sure why the weather strip glue you used did not work. Obviously, the glue did not adhere to the tire. One thing I noted in the product description is
Feature 3 Allows for repositioning parts after contact is made

That may be a clue as to the problem using this product for this application.

Update. I used this glue "Amazing Goop All Purpose Glue 3.7oz (Clear)" ( my third attempt ) , and it is holding thru a few test cuts. Thanks to all that helped.
